Portraying itself as a local resistance movement, it operates under the guise of resisting oppression rather than engaging in outright terrorism, thereby obscuring direct Pakistani involvement
In the deadliest attack on civilians since the 26/11 terror attacks in Mumbai in 2008, at least 28 tourists, including one foreigner, were killed and many wounded on April 22 when terrorists opened fire in a picturesque meadow near the resort town of Pahalgam in Jammu and Kashmir.
